His family says the system failed him."},"content":{"rendered":"<p>On Aug. 22, Iryna Zarutska, a 23-year-old Ukrainian refugee, was stabbed to death by Decarlos Brown Jr. \u2014 with no apparent warning or provocation \u2014 while riding a light-rail commuter train in Charlotte, N.C. Her blonde hair was tucked under a cap from Zeppedie\u2019s Pizzeria, the nearby restaurant where she worked. She was also wearing a black Zeppedie\u2019s T-shirt. She sat in an empty row and started to scroll on her phone, earbuds in.<\/p>\n<p>Brown, 34, was sitting behind her.<\/p>\n<p>Four minutes later, a fidgety Brown pulled what appeared to be a pocketknife from the pocket of his red hoodie and paused briefly to rest his head on his hand, before suddenly springing to his feet and swinging his arm over Zarutska\u2019s seat.<\/p>\n<p>Brown reportedly stabbed Zarutska three times, including at least once in the neck. He walked past Zarutska as she covered her face with her hands. Moments later, she slouched to the ground.<\/p>\n<p>Zarutska died on the train from her injuries as passengers kneeled over her, trying to help. The Charlotte-Mecklenburg Police Department has charged Brown with first-degree murder in her killing.<\/p>\n<p>The Charlotte Area Transit System (CATS)\u00a0<a class=\"link rapid-noclick-resp\" href=\"https:\/\/web.archive.org\/web\/20250908020323\/https:\/\/www.wcnc.com\/article\/news\/crime\/charlotte-mayor-vi-lyles-statement-deadly-cats-light-rail-stabbing-iryna-zarutska\/275-ca0b196b-f997-45a1-9224-717f3bdc4a9f\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:2;pos:1\" data-ylk=\"slk:confirmed;cpos:2;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"14\">confirmed<\/a>\u00a0earlier this week that there was no security present in the car where the attack occurred and that Brown did not have a ticket to ride the train.<\/p>\n<h2 id=\"what-we-know-about-zarutska\" class=\"caas-jump-link-heading\">What we know about Zarutska<\/h2>\n<p>Zarutska was born on May 22, 2002, in Kyiv, Ukraine. She earned a degree in art and restoration from Kyiv\u2019s Synergy College. Zarutska fled Ukraine with her mother, sister and brother six months after Russia\u2019s 2022 invasion; a family friend told\u00a0<a class=\"link rapid-noclick-resp\" href=\"https:\/\/www.wcnc.com\/article\/news\/crime\/charlotte-nc-public-transit-safety-8-23-2025\/275-8f051034-5bae-4698-aaa9-e074255be46a\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:3;pos:1\" data-ylk=\"slk:WCNC;cpos:3;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"15\">WCNC<\/a>\u00a0that she could no longer endure not knowing \u201cif you\u2019re going to live or breathe another day.\u201d Zarutska eventually settled in Charlotte, where she attended Rowan-Cabarrus Community College and hoped to become a veterinary assistant.<\/p>\n<p>According to\u00a0<a class=\"link rapid-noclick-resp\" href=\"https:\/\/www.jamesfuneralhomelkn.com\/obituaries\/iryna-zarutska\/obituary\" target=\"_blank\" rel=\"nofollow noopener\" data-i13n=\"cpos:4;pos:1\" data-ylk=\"slk:Zarutska\u2019s obituary;cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" data-rapid_p=\"16\">Zarutska\u2019s obituary<\/a>, she \u201cloved sculpting and designing unique, eclectic clothing\u201d; was \u201ca homebody at heart, happiest when surrounded by family and loved ones\u201d; and had the ability to \u201csleep for wonderfully long stretches \u2014 something [her mother] affectionately called an \u2018artist\u2019s gift.\u2019\u201d<\/p>\n<p>On Tuesday, Zarutska\u2019s family released a statement saying they are \u201ccommitted to making sure this never happens again\u201d through \u201csystemic change.\u201d<\/p>\n<p>\u201cIryna came here to find peace and safety, and instead her life was stolen from her in the most horrific way,\u201d the statement reads. \u201cThe family is demanding a full investigation into the circumstances leading up to Iryna&#8217;s death, including lapses in security protocols and failures within the public transportation system.\u201d<\/p>\n<h2 id=\"what-we-know-about-brown\" class=\"caas-jump-link-heading\">What we know about Brown<\/h2>\n<p>Brown had previously been arrested 14 times and convicted of larceny, breaking and entering and robbery with a dangerous weapon. He spent more than five years in prison on the robbery charge.<\/p>\n<p>According to his sister, he \u201cdidn\u2019t seem like himself\u201d after his release in 2020.<\/p>\n<p>\u201cHe started saying weird things,\u201d Brown\u2019s mother told WSOC in Charlotte. \u201cHe started saying that he wasn\u2019t in his body.\u201d<\/p>\n<p>Suddenly, Brown was struggling to conduct simple conversations, his sister\u00a0told CNN. He couldn\u2019t keep a job. And sometimes he would become aggressive \u2014 even going so far, in 2022, as to bite her and break the hinges off a door. Brown\u2019s sister decided not to file charges because she \u201cknew he was battling something.\u201d<\/p>\n<p>Instead, Brown\u2019s family tried to get him help for his mental health issues \u2014 but their attempts failed. Brown\u2019s mother told WSOC that after her son became aggressive, she got an involuntary commitment order from the courts. Brown was monitored for two weeks and diagnosed with schizophrenia. But she was unable to place him in a long-term facility because she is not his legal guardian. Soon he had become so violent and erratic that she was left with no other choice but to kick him out of her home.<\/p>\n<p>In January, Brown asked Charlotte police to investigate a \u201cman-made\u201d material that controlled when he ate, walked and talked, according to court documents. The officers told Brown the issue was \u201cmedical,\u201d insisting there was nothing more they could do. Upset, he called 911 from a local health center.<\/p>\n<p>Police then charged Brown with misuse of 911, a class 1 misdemeanor.<\/p>\n<p>He was released after promising, in writing, that he would appear for his next hearing, according to court records. But in July, Brown\u2019s public defender made a motion questioning Brown\u2019s capacity to contribute to his own defense. The judge ordered a psychological evaluation.<\/p>\n<p>Meanwhile, Brown was living on the streets. Days before the stabbing, he showed up at his mother\u2019s house, according to CNN. He asked to stay the night. The next morning, Brown\u2019s mother dropped him off at a shelter a few miles from the Scaleybark station. (Charlotte Transit System)<\/figcaption><\/figure>\n<p>In a recording of an Aug. 28 phone call between Brown and his sister\u00a0shared with the Daily Mail, Brown can be heard telling his sister it was \u201cthe material in his body\u201d that had killed Zarutska.<\/p>\n<p>\u201cI hurt my hand, stabbing her. I don\u2019t even know the lady. I never said not one word to the lady at all. That\u2019s scary, ain\u2019t it. Why would somebody stab somebody for no reason?\u201d Brown reportedly says on the call.<\/p>\n<p>\u201cOut of all people, why her?\u201d his sister responds. \u201cShe\u2019s from the Ukraine, she\u2019s from Russia, and they had a war going on against the United States, so I\u2019m just trying to understand, of all people, why her?\u201d<\/p>\n<p>\u201cThey just lashed out on her, that\u2019s what happened,\u201d Brown says. \u201cWhoever was working the materials, they lashed out on her. That\u2019s all there is to it. Now they really gotta investigate what my body was exposed to. \u2026 Now they gotta do an investigation as to [who] was the motive behind what happened.\u201d<\/p>\n<p>Brown\u2019s sister told the Daily Mail that her brother was high risk and should not have been free to ride the train that night.<\/p>\n<p>\u201cHe was not in his right mind,\u201d she said. \u201cHe was not safe for society. We know what he has been dealing with the last three years. And now an innocent woman is dead.\u201d<\/p>\n<h2 id=\"whats-next\" class=\"caas-jump-link-heading\">What\u2019s next<\/h2>\n<p>Earlier this week, the U.S. Attorney\u2019s Office in the Western District of North Carolina charged Brown with causing death on a mass transportation system, which carries up to life in prison or the death penalty. Authorities said additional charges could be brought as the investigation continues.<\/p>\n<p>The federal case will run parallel with the state case charging Brown with first-degree murder.<\/p>\n<p>\u201cThe ANIMAL who so violently killed the beautiful young lady from Ukraine, who came to America searching for peace and safety, should be given a &#8216;Quick&#8217; (there is no doubt!)
